Tobacco Harm Reduction Scholarship Programme (THRSP) Level 2 - Guide for Applicants
The Level 2 THR Scholarship Programme offers funding of up to USD 24,000 to support five outstanding and ambitious scholarship projects in the field of Tobacco Harm Reduction.
This programme is exclusively open to scholars who have successfully completed Level 1 of the THR, and have not previously received Level 2 scholarship.
What type of projects are funded within THRSP Level 2?
Level 2 projects should demonstrate greater ambition, depth, and potential impact than Level 1 projects. Your proposal may be:
- a continuation or expansion of your Level 1 project; or
- a completely new project, and unrelated to your Level 1 project.
We are looking for:
- a well thought-out, clearly structured and original Scholarship project proposal;
- demonstration of competence to undertake the project;
- a commitment to complete the project within a reasonable and agreed timeframe;
- the ability to design, plan, organise and oversee all stages of the Scholarship project;
- working knowledge of English (spoken and written).
Priority will be given to applicants from low- and middle-income countries (LMICs) and/or those working with vulnerable groups. This reflects the same policy used in our scholarship programme and does not rule out applicants based in high-income countries.
Project duration
Level 2 projects are typically expected to run for 11 months. Applicants may, however, propose a longer duration of up to 15 months if there is a strong and well-documented justification. The total grant amount (up to USD 24,000) will remain the same regardless of the project length. Any proposal requesting more than 11 months will require justification and will be subject to approval by the Project Evaluation Team.
Scholarships can only be awarded to individuals who are able to receive financial transfers of funds in US dollars to their personal bank accounts.
Mentors & support arrangements
K•A•C will work with you to identify a mentor who can support and guide you through the THRSP Level 2.
Project start date
Project implementation will start in January 2026. Successful applicants will be notified in December 2025.
Closing date for applications
The closing date for applications is on the 31 October 2025 at 11:59 GMT.

Attach all required supporting documents (CV, work plan, budget, and any additional material relevant to your proposal).
Submit your application before the stated deadline.
Funding statement
The KMF is a K•A•C project delivered with the help of a grant from the Global Action to End Smoking (GA). GA is an independent, U.S. nonprofit 501(c)(3) grantmaking organization that funds and empowers Health & Science Research, Cessation Education, and Agricultural Transformation designed to end the smoking epidemic and related death and disease.
Scholars must acknowledge in any outputs from their project that funding for their scholarship was provided by K•A•C.
